Pardon Application Process

Pardons
  1. Apply for expungement through BCI

    All applicants must first apply for expungement through BCI (regardless of eligibility). https://bci.utah.gov/expungements
  2. Obtain your criminal history report

    After applying for expungement through BCI, applicants must provide a letter showing which offenses are not eligible for expungement through BCI with your pardon application. You may apply for pardon regarding any convictions which are not eligible for expungement through BCI or the court as long as they meet the Board’s requirements.

    Offenses the Board will not consider for pardon:

    • Federal offenses
    • Class C Misdemeanors
    • Infractions
    • Non convictions
    • Offenses from other states
  3. Obtain the court docket and police report

    Obtain your criminal history report from BCI which will be used to determine eligible convictions.
  4. Obtain presentence investigation reports

    Obtain the court docket and police report for the eligible convictions from the corresponding agencies, listed on your criminal history report.
  5. Fill out the Pardon application and upload the required documents

The pardon process may be lengthy and processing time can vary.
