The Utah Board of Pardons and Parole considers guideline date, pre-sentence report, nature of the offense, rehabilitative needs, and any relevant documentation provided when determining an individual’s prison sentence length and first hearing date, which is called an Original Hearing.

  • The Board of Pardons does not use the matrix completed by AP&P as that matrix is completed for the Court. The guidelines do not create any right or expectation on behalf of any individual, nor do they create a liberty interest on behalf of an individual convicted of a crime.

Total Sentence

When a person is committed to prison, the Board combines all of the current sentences imposed by the courts. Then, the Board determines an individual's total sentence, which combines all concurrent sentences and consecutive sentences. This process will define the total minimum sentence and the total maximum sentence.
